Selling is this feature in twitter? authenticate email when access the account using new IP?

    Hi, I have account in twitter seems compromised I don't remember the email. but I am afraid someone ***** it.
    Recently I found twitter ask for email even if you know the password and log in from new device or IP they ask the password + email.

    How long this feature is there? because if the hacker knows the password it is difficult to guessing the email.
