To finish grinding enough research points for Ohio or Slava, complete the regrind of the Chapayev -> Donskoi -> Al. Nevsky. You could use free XP for this to get one instantly (after one victory in each of Donskoi and Nevsky).

Commanders:
Almost all Tier X and premium ships on the account have at least one suitably specced 19 point captain to use. There are but two or three exceptions at Tier X, and they are ships that will never see competitive action in the game. If you disagree with my judgement, you have more than enough elite commander XP to spec any commander you wish to 19pts.
